Debate – Nagotiations Can Denuclealize North Korea

「交渉により、北朝鮮を非核化させることは可能か？」という題目のディベートです。

日本にとって、北朝鮮の脅威は”今そこにある危機”なので大変興味を持って視ました。

肯定側には、実際にUS側で北朝鮮との交渉に当たってきた実務家のディベーター2名、否定側には、自身が韓国生まれでCIAなどの機関で東アジアの専門分析官を務めた人と、イェール法科大学院でアジアパシフィックの専門家としてシニアリサーチの教授を務め人のチームとの対戦です。

肯定側の主な論点は、これまでに交渉により非核化を実現させた国（アルゼンチン、ブラジル、最近ではイランなど）を挙げて可能性を強調します。そもそも交渉をする側には可能性を見出すことが交渉の基本であり、外交とは決して諦めないことであると主張します。

一方、否定側の論点は、北朝鮮にとって核保有は彼らが生き残るための唯一の切り札であり、その核を金正恩が諦めるはずがない。これまでにもbilateral agreement (相互合意）を締結してきたが、1994年、1999年、2005年、2007年とことごとく約束は守られなかった、よって今回も守られないと主張します。

ディベートの前と後に行った投票では、否定側を支持する割合が41%から67%まで増えたの対して、肯定側は34%から27%まで支持率を落としました。ということでディベートは否定側の勝利です。

私自身は、否定側の論調は客観的に見ると納得できることが多かったですが、それでは他にどのようなオプションがあるのか提示されなかったことに少しモヤモヤを感じました。また、日本もアメリカに頼るばかりでなくて積極的に動いていく必要があると思いました。

否定側の主な論点

• North Korea believes it needs nuclear weapons to survive.
• United States does not have a reasonable substitute it can offer North Korea
• There’s always an agreement. We have many agreements with North Korea. Every single time it fell apart over verification
• We have 1994 agreed framework, bilateral agreement between United States and North Korea. We have 1999 Geneva Accords in which North Korea agreed to stop all its long-range testing missile testing. We have six rounds of six-party talks, which led to 2005 joint statement, 2007 joint declaration in which North Korea also agreed to show — declare all of its nuclear weapons and disable all of its existing nuclear facilities. But we have not every single time agreement fell apart over verification
• They don’t want to be another Iraq or another Libya. In the case of Libya we said — we convinced Qaddafi to give up his nuclear weapons program and then we backed and revolted and ended up overthrowing Qaddafi and killing him. 

肯定側の主な論点

• I have been in a world of the possible
• We have Argentina and Brazil. We have Belarus, Ukraine, and Kazakhstan. We have South Africa and　Iran.
• You can never give up on diplomacy. “Okay, let’s sit down and talk,” because we think we can make a difference now.
• I understand the skepticism. In fact, I share it, but we shouldn’t let the past failures get in the way of us trying again.
