先日、文部科学省宛に送った質問メールに対して回答をいただきました。
以下、回答いただいた内容です。
回答】 学校における働き方改革を進めていくことは重要と考えており、文部科学省としては、教員の業務削減に繋がるよう、公立小学校における35人学級の実現をはじめとした教職員定数の改善、外部人材の活用や部活動改革、教員免許更新制の検証・見直し、取組事例の展開や学校向けの調査の精選・削減などの様々な取組みを推進しております。 また、これらの働き方改革に係る取組に伴う具体的な成果については、今後、教員の勤務実態を把握するなどして、検証していきたいと考えております。
なお、教員の負担軽減のためのスクール・サポート・スタッフや部活動指導員については、毎年拡充を図ってきており、令和３年度予算においては、スクール・サポート・スタッフ9,600人（対前年度当初+5,000人）、部活動指導員10,800人（対前年度当初+600人）の配置に必要な経費を計上しております。 こういった人材の配置について、引き続き、学校等の声をしっかり聞きながら、必要な支援を進めてまいります。
【問い合わせ内容】■件名公立中学、高校の教員の負担について
きちんと回答いただき嬉しかったので、自分なりにこの問題を深堀してみました。
先ずは、日本全国にどれだけ公立小学校・中学校があるか調べたところ、
その数は、約20,000万校でした。
次に教員数を調べたところ、
約6450,000人でした。
一方で、令和3年度に配置予定の、スクール・サポート・スタッフの数が、9,600人部活動指導員が、10,800人 ですので、スクール・サポート・スタッフも、部活動指導員も配置できている学校は、約半数に止まっている計算となります。
また、スクール・サポート・スタッフを配置している学校でも、配置数は1名のみのが圧倒的のようです。因みに、業務内容は、

資料の封入や配布の準備
掃除や消毒作業物や場所の整理整頓
図書や給食関係など、
教員以外の職員の手伝いが一般的のようですが、学校あたり平均して32名の教員がいる計算になりますので、果たしてスクール・サポート・スタッフを一名配置することで、どれだけ教員の負担が軽減されているかは実際に先生に聞いてみてみたいところです。
次に、私だったらどうやって教員の負担を軽減できるか考えてみましたが、生徒全員にタブレットを貸与して、教科書も、配布物も、授業も必要に応じてオンライン化してしまうのがソリューションになるのではないかと思いました。
実際に、文部科学省は、1人1台端末と、高速大容量通信ネットワークを整備する、通称GIGAスクール構想を令和元年に立ち上げて毎年予算をつけていますが、敢えて過激なことを言わせていただくと、社会保証関係費や、国債費を減らしてでも、教育費に税金をもっと使うべきだと思います。
何にしても、年金制度を支えていくのは、若い世代や現役世代になるので、であれば、教育にもっと投資をして、将来活躍できる若者を育てていくべきだと考えました。
少し、話がそれてしまったかもしれませんが、教育に税金をもっと使うことと、ICT (Informaiton and Communication Techonology) をパブリックセクターである、公立小学校や中学校に推進していくことは、子供達ためでなく、学校の生産性や効率性を高めることにも繋がり、結果、先生達の負担も減っていくことになると思います。
ということで、私自身も色々考えさせてもらういい機会となりました。問題解決はビジネスの場では毎日行っていることですが、これからは社会問題や政治の問題にも興味を持って自分に何ができるか勉強を続けていければいいなと思いました。

I recently received a response to the question we sent to the Ministry of Education, Culture, Sports, Science and Technology.
The following is the content of their response.
Response）We believe that it is important to promote the reform of work styles in schools, and MEXT is promoting various efforts to reduce the workload of teachers, such as improving the number of teachers and staff, including the implementation of 35-student classes in public elementary schools, utilizing outside personnel, reforming club activities, examining and reviewing the teacher license renewal system, developing case studies, and refining and reducing surveys for schools.

We have been expanding the number of school support staff and club activity instructors to reduce the workload of teachers every year, and in the FY2021 budget, the necessary expenses were appropriated for the deployment of 9,600 school support staff (an increase of 5,000 from the previous year) and 10,800 club activity instructors (an increase of 600 from the previous year).

Subject）About the burden on teachers at public junior high schools and high schools
I was glad to receive a proper answer, so I tried to dig deeper into this issue in my own way.
First of all, I checked how many public elementary and junior high schools there are in Japan, and the number is about 20 million.

Next, I checked the number of teachers.
The number of teachers was about 6,450,000.
On the other hand, the number of school support staff scheduled to be assigned in 2021 was about 6,400,000.

Therefore, this means that only about half of the schools are able to assign both school support staff and club activity instructors.
Even in schools that have school support staff, the overwhelming majority seem to have only one staff member. Incidentally, their duties include

Enclosing and preparing materials for distribution
Cleaning and disinfecting
Keeping things and places in order
Helping non-teaching staff with books, school lunches, etc.
However, since there are 32 teachers per school on average, I would like to ask the teachers how much of their workload is actually reduced by having one school support staff member.
Next, I thought about how I could reduce the burden on teachers, and I thought that the solution would be to lend every student a tablet and put textbooks, handouts, and classes online as needed.
In fact, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) launched the “GIGA School” concept in 2019, which is to provide each student with one tablet and a high-speed, high-capacity communication network, and has been funding it every year.
In any case, the pension system will be supported by the young and working generation, so I thought we should invest more in education to nurture young people who can play an active role in the future.
This may be a bit off topic, but I believe that spending more tax money on education and promoting ICT (Informaiton and Communication Techonology) in public elementary and secondary schools, which are in the public sector, will not only benefit the children, but also increase the productivity and efficiency of the schools, which will in turn reduce the burden on the teachers.
So, this was a good opportunity for me to think about a lot of things. Problem solving is something I do every day in business, but I hope to continue to study social and political issues to see what I can do to help.
